CALL TO ORDER:    

The meeting of the Glen Arbor Planning Commission was called to order by Chairman Lance Roman at 7:30PM.

ROLL CALL:

Present were Kent Kelly, Fred Missad, Bill Stege, John Peppler, Lance Roman, Lois Saltzman and Paul Walter.

.

AGENDA:

 Addition of a Flag and business sign item by Kelly.

.

APPROVAL OF MINUTES: 

 Kent Kelly moved on approval of the November minutes and John Peppler supported.  The motion passed unanimously.

CORRESPONDENCE:

 There was no correspondence

.

TOWNSHIP BOARD REPORT:

 Kent reported on November 15 regular meeting.  Of particular note:

The Fireboat has been delivered and the Coast Guard has been involved in training.  All training from the Coast Guard is free.

The Board is willing to conduct the Fisher Lake dredging project and provide some financing.  Details are being worked out.

ZONING ADMINISTRATORS REPORT:

Zoning Administrator, Bob Hawley, reported he had issued 4 land use permits in November.

ZONING BOARD OF APPEALS REPORT:

No meetings called and none are scheduled.

PUBLIC COMMENT:

No public present.

NEW BUSINESS:

Review email from Counsel regarding camping trailer or motor home on residential lot:

Dick Figura, Township Attorney, reviewed our zoning ordinance.  The ordinance specifically states that a person cannot camp on a property if there is no principal residence on that property.

Bob Hawley will write a letter to the owner of the property that is using the camper as a residence stating he is in violation of the zoning ordinance and a copy will be send to Tom Laureto.

Review chapters 6-12 of Leelanau General Plan.

Lance will draft a letter to Trudy Galla indicating support of their revisions by the Glen Arbor Planning Commission.

Where we are going next –LR

Set agenda and goals for the coming year. The following goals will be considered for the coming year and discussed at the January Planning meeting.

Make the ordinance more readable.

Signs:  remove pictures and simplifying the ordinance. 

Punch list of things to do with the Master Plan.

Review status of Master Plan:

Lois waiting further information on one of her chapters.  Bill Stege has offered his assistance in completing assigned chapters.

Individual review of chapters in progress: Fred Missad awaiting chapters that were completed by Sue Nichols but having difficulty in receiving them electronically.

      Need to review chapters 1 – 4

      Review completed chapters 5 – 9

The Master Plan revisions can be adopted without approval by the Township Board.  It is required that a copy be sent to neighboring counties for comments and a public hearing held.

Kent reported that a flag may be used as a business sign. The flags would fall into the restriction on the portion of frontage that signs can be displayed. Welcome and open signs are informational signs.
